What Should Be in a Council Baby Box? A Commissioner's Checklist

When a council commissions a baby box, the temptation is to focus on the visible items. The decisions that actually shape outcomes are usually more structural.

Essentials — the daily-use base

Bodysuits, sleepsuits, socks, hat, scratch mitts, muslins, cellular blanket, hooded bath towel, swaddle wrap, newborn nappies, nappy bags, travel changing mat. Get these right and the box earns its place from day one.

Comfort and care

Silicone teether, teething mitten, comforter toy, dribble bibs. Small items that soothe baby and reduce parent anxiety.

Developmental and sensory — the differentiator

Montessori-inspired grasping toy, tummy time mat, high-contrast play cards, soft rattle, sensory discovery book, textured/crinkle toy, wooden grasping toy. Where most providers under-invest.

Books and bonding

A sensory baby book, a songs & rhymes card set, a first-year milestone card pack. Quietly support attachment.

Health and wellness

Digital thermometer, gentle baby wash and moisturiser, nasal aspirator, nail file and safety scissors, bath sponge, antiseptic cream.

For parents

Nursing pads, maternity towels, nipple cream, a small parent wellbeing item. Often forgotten — often the most warmly received.
